FIR Lodged Against Railways on Initiative of Forest Range Officer
Bhagalpur: The Forest Department is adopting an increasingly aggressive stance regarding environmental conservation in the district. Recently, the department took strong action in a case where the branches of a decades-old Pakad (Ficus virens) tree were cut down within the Navgachia Railway Station premises. After several bird nests were destroyed and a fledgling died in the incident, the Forest Department, acting on information from the Forest Range Officer, filed an FIR against the Railway administration.
What is the Entire Case?
A decades-old Pakad tree stood near the Navgachia Railway Station. This tree was not only a source of shade but also a habitat for a large number of birds. Investigations by local residents and the Forest Department revealed that, without any prior permission, branches of the tree that housed nests of birds like crows and herons were cut down.
The indiscriminate pruning caused the nests to fall to the ground, resulting in the destruction of several eggs and fledglings. One fledgling died during the process, which triggered outrage among environmentalists and local residents.
Strict Action by the Forest Department
Recognizing the gravity of the matter, the Forest Department treated it as a blatant violation of the 'Forest Act.' As soon as Forest Range Officer Rajiv Kumar received information about the incident, he termed it a case of gross negligence toward the environment. Under his direction, Forester Soni Kumari lodged an FIR against unidentified individuals and the responsible personnel of the Railway Department.
The department has registered the case under Section 50 of the 'Indian Forest Act, 1972.' The primary objective of this action is to send a clear message that no one has the authority to harm the environment in the name of development or maintenance.
Railway’s Explanation and Order for Inquiry
Following the incident, the Railway administration clarified that pruning the branches was a "necessity" as they were becoming dangerous from a safety perspective. However, the Railways have expressed regret over the harm caused to the birds. On the other hand, the Forest Department has ordered a thorough investigation into the entire sequence of events. A special investigation team is working to determine why no alternative arrangements were made for the safety of the birds while the branches were being cut.
A Message of Environmental Conservation
This is not the first time the Forest Department in Bhagalpur has taken a strict stance against illegal tree felling. Previously, in areas like Sultanganj and Akbarnagar, the Forest Range Officer has filed offense reports and initiated legal action in cases of encroachment on forest land and tree felling.
Officials state clearly that if it is necessary to prune or cut trees for any project, obtaining prior permission from the Forest Department is mandatory. Harming green trees without permission is a punishable offense.
