Bhagalpur: The administrative machinery in Bhagalpur has intensified its activity in anticipation of the Chief Minister's upcoming visit to the state. To finalize preparations and ensure an impenetrable security arrangement, a joint briefing was held at the District Collectorate, chaired by the District Magistrate (DM) and the Senior Superintendent of Police (SSP). In this high-level meeting, administrative officials, police officers, and heads of various departments were given clear directives, and their specific responsibilities were outlined regarding the CM's arrival.
Security and Protocol: Priority for the District Administration
The Chief Minister’s visit is not only significant for reviewing development projects but is also highly sensitive from a security perspective. During the joint briefing, the DM and SSP discussed every aspect of the security protocol in minute detail.
The SSP clarified during the briefing that:
Security Perimeter: A 'three-layer' security arrangement will be ensured, starting from the route taken by the Chief Minister to the main event venue.
Traffic Management: Instructions have been issued to identify alternative routes and prepare a traffic diversion plan to ensure that the general public faces minimal inconvenience during the movement of the CM's convoy.
Anti-Sabotage Team: Special directives have been issued to ensure intensive checking at the venue by the Dog Squad and Bomb Disposal Squad.
Review of Development Works: DM’s Strict Directives
The District Magistrate instructed the concerned departments regarding potential review meetings and foundation-stone laying or inauguration programs to be conducted by the Chief Minister. He stated:
File Clearance: All documentation related to projects scheduled for inauguration or foundation stone laying must be completed within the next 24 hours.
Cleanliness and Beautification: Special attention must be given to cleanliness and beautification along the main city roads, especially the VIP route. The Municipal Corporation has been ordered to act on this with immediate effect.
Officials to Remain Alert: No official will be permitted to leave their headquarters without authorization during the CM's visit. All concerned officers must remain within their jurisdictions and keep their reports prepared.
Clear Determination of Responsibilities
During the briefing, the role of every departmental official was finalized. It was ensured that there would be no lack of coordination at any level.
Nodal Officers: Nodal officers have been appointed for various points, and they will remain in direct contact with the DM and SSP.
Health Team: The Health Department has been ordered to keep a medical team and an ambulance fully deployed near the venue to handle any emergency situations.
Electricity and Communication: Junior and Assistant Engineers of the Electricity Department have been assigned duties to ensure uninterrupted power supply and smooth communication services.
Appeal to the Public and Administrative Sensitivity
The administration is extremely serious about ensuring there is no mismanagement during the CM's arrival. In the joint briefing, officials were also directed to treat the general public with courtesy. Security arrangements are to be implemented in a way that causes the least possible inconvenience to the public.
Speaking to the media representatives present, the DM said, "The Chief Minister's Bhagalpur visit will provide new momentum to development. We are ensuring that the arrangements at the event venue are flawless. The coordination between the police and the administrative team on every front, from security to management, is excellent."
Monitoring and Feedback
The SSP directed that all Station House Officers (SHOs) in the region keep a close watch on their respective areas and report any suspicious activity immediately. Meanwhile, the District Magistrate has expressed his intention to personally inspect the venue and take stock of the preparations.
