Bhagalpur-Munger Marine Drive Project Gains Momentum, BSRDCL Begins Environmental Clearance Process

Bhagalpur: The proposed Ganga Path (Marine Drive) project connecting Bhagalpur and Munger has taken a significant step forward as the Bihar State Road Development Corporation Limited (BSRDCL) has initiated the process of obtaining mandatory environmental and wildlife clearance The corporation has invited proposals from agencies accredited by the National Accreditation Board for Education and Training (NABET) to conduct environmental studies and assist in securing statutory approvals for the ambitious infrastructure project.

BSRDCL plans to construct an approximately 82.80-kilometre-long Marine Drive connecting Safiyabad (Munger), Bariarpur, Ghorghat, Sultanganj, Bhagalpur, and Sabour. The road will run parallel to the Ganga River and will consist of both at-grade sections and elevated corridors, depending on the terrain and environmental requirements. Once completed, the project is expected to significantly improve connectivity between Bhagalpur and Munger while boosting economic growth across eastern Bihar.

Environmental Clearance a Key Requirement

A major portion of the proposed alignment passes through ecologically sensitive areas along the Ganga River, making environmental approvals mandatory before construction can begin. In particular, the nearly 42-kilometre stretch from Safiyabad to Sultanganj requires comprehensive environmental, forest, and wildlife clearances.

To facilitate this process, BSRDCL has decided to appoint a NABET-accredited expert agency. The selected agency will conduct a detailed Environmental Impact Assessment (EIA) and prepare reports evaluating the project's potential impact on forests, biodiversity, aquatic ecosystems, wildlife habitats, and the Ganga River's ecological balance. Based on these findings, the agency will assist BSRDCL in obtaining approvals from the National Board for Wildlife (NBWL), the Ministry of Environment, Forest and Climate Change, and other regulatory authorities.

Modern Road Network to Transform Connectivity

The Marine Drive project aims to do much more than build a new road. It is expected to reshape transportation infrastructure across the Ganga belt in eastern Bihar. At present, commuters travelling between Bhagalpur and Munger often face congestion, narrow roads, and long travel times. The new corridor will provide a faster, safer, and more efficient route for both passenger and commercial vehicles.

The elevated sections of the highway are expected to ensure uninterrupted connectivity even during the monsoon season, when flooding affects several low-lying areas. Improved traffic management is also expected to reduce congestion and enhance road safety.

Boost for Trade, Industry, and Agriculture

Infrastructure experts believe the project will serve as a major catalyst for economic development in the region. Bhagalpur's renowned silk industry, Munger's industrial areas, Sabour Agricultural University, and surrounding agricultural markets will all benefit from improved road connectivity.

Farmers will be able to transport agricultural produce to markets more quickly, reducing transportation costs and post-harvest losses. Businesses and industries are also expected to benefit from faster logistics, encouraging new investments and creating employment opportunities across the region.

Tourism to Receive a Major Boost

The Marine Drive is also expected to strengthen tourism in eastern Bihar. Several important destinations, including Vikramshila University, the Ganga Dolphin Sanctuary, Ajgaibinath Temple at Sultanganj, and the historic Munger Fort, will become more accessible.

During the annual Shravani Mela, millions of devotees visit Sultanganj before beginning their pilgrimage to Deoghar. Improved road infrastructure will make travel safer and more convenient for pilgrims. In addition, the scenic riverside highway itself has the potential to emerge as a major tourist attraction in the future.

Expert Agency to Play a Crucial Role

The agency appointed by BSRDCL will be responsible for much more than preparing environmental reports. It will conduct field surveys, prepare technical documentation, coordinate with regulatory authorities, and provide necessary presentations and clarifications during the approval process.

If any environmentally sensitive zones are identified, the agency will recommend mitigation measures and alternative solutions to minimize ecological damage. It will also propose plans for afforestation, pollution control, soil conservation, and biodiversity protection to ensure the project complies with environmental regulations.

Rising Expectations Among Local Residents

Residents of Bhagalpur, Munger, and nearby areas have welcomed the progress of the Marine Drive project. Many believe that the long-awaited highway will improve transportation, promote business, strengthen healthcare and educational access, and accelerate overall regional development.

However, environmental experts have emphasized that maintaining a balance between development and ecological conservation will be essential. Since the project runs along the Ganga River, they stress that construction should follow scientific guidelines and minimize its impact on the river's natural ecosystem.

BSRDCL has already initiated the process of selecting a qualified environmental consultancy. Once the agency is appointed, detailed environmental studies and the clearance process will begin. If approvals are obtained within the expected timeline, the construction phase of the Marine Drive project could commence soon.
