A deeply disappointing picture regarding deteriorating urban management following the first or monsoon rain has emerged from Saharsa, a major city in Bihar's Kosi region. The heavy downpour that lashed Saharsa on Monday provided relief from the heat on one hand, but on the other hand, it blew the lid off all those claims made by the Municipal Corporation where grand promises are made every year to tackle waterlogging. Within just a few hours of heavy rain, knee-deep water accumulated on several main roads, busy squares, and dozens of alleys and neighborhoods across the city. This artificial flood-like situation completely derailed normal life, making it nearly impossible for people to step out of their homes.
What Was the Rainfall Situation and How Did Conditions Worsen?
From Monday morning itself, the weather in Saharsa changed abruptly, and dark, dense clouds overcast the sky. Following this, the spell of heavy rain that began continued uninterrupted for several hours. The rainfall was so intense that it heavily impacted the city's drainage system. Most of the large and small drains under the municipal corporation area were either choked with garbage or had not been desilted (cleaned) on time, causing rainwater to spill onto the roads instead of flowing out through the drains.
The situation became so alarming that severe waterlogging issues arose in the city's main market, Hospital Road, Katchery Road, Mahavir Chowk, and several major residential colonies. Water accumulation on the roads was so high that two-wheeler and four-wheeler drivers found it impossible to distinguish between the road and hidden potholes.

With water flooding roads and streets, city residents faced immense hardships stepping out of their homes for daily chores. School-going children, working professionals, and daily wage earners bore the brunt of the distress:
Tribulations for Commuters: Amidst waterlogged roads, several two-wheelers suddenly broke down, forcing riders to push their vehicles out of the water. Minor and major accidents were narrowly averted at multiple spots due to the waterlogging.
Plight of Pedestrians: Passersby had to wade through dirty and contaminated water. Walking on the road for pedestrians was no less than a hazardous journey because deep potholes and open manholes remained concealed beneath the stagnant water, keeping the threat of accidents alive.
Trouble for Traders and Shopkeepers: The worst impact of waterlogging fell on the city's shopkeepers and traders. With water pooling right in front of shops, customers could not reach them for shopping, dampening market activity and inflicting heavy financial losses on traders.
Exposure of Municipal Corporation's Claims and Administrative Apathy
The Saharsa Municipal Corporation claims to spend lakhs and crores of rupees every year prior to the monsoon under the guise of clearing drains and freeing the city from waterlogging. However, Monday's rainfall stripped bare all such claims of the municipal corporation.
Local citizens and intellectuals state that due to the slack functioning of the municipal administration and gross negligence in executing schemes, city residents are forced to face such hellish conditions every year. Plans formulated for drain construction and water drainage remain confined to files, and when actual rain strikes, the entire city goes underwater.
Looming Threat of Disease Outbreaks
With dirty drainage waste mixing into rainwater and spreading across roads and around people's homes, a massive threat of communicable diseases has begun to loom. The menace of mosquitoes is multiplying rapidly in waterlogged areas, generating fears of severe illnesses like malaria, dengue, typhoid, and skin infections. Local residents have urged the health department and municipal corporation to immediately sprinkle bleaching powder and carry out fogging in the waterlogged zones.
This situation of rainfall and ensuing waterlogging in Saharsa on Monday serves as a grave warning to the municipal administration. Expressing anger, city residents have demanded from the district administration and responsible municipal officials that water drainage arrangements be executed on a war footing, drains be thoroughly cleaned, and a concrete, permanent action plan be devised to tackle such issues in the future so that the general public can be freed from such tragedies.
