PATNA. In a revolutionary move to establish Bihar as a leading tech hub in the country, the government led by Chief Minister Samrat Choudhary has taken its biggest step yet. The Bihar government is set to sign a historic Memorandum of Understanding (MoU) with global tech giants Google and Microsoft, along with India’s leading AI company, CoRover AI.

The primary objective of this mega-agreement is to transform Bihar into the country’s next 'AI Hub'. Under this new policy, the state's administrative machinery (Governance) will be modernized and made more transparent. Simultaneously, lakhs of youth in Bihar will be trained in Artificial Intelligence (AI) to make them employable on a global scale.

According to sources in the Chief Minister's Secretariat, CM Samrat Choudhary believes that Bihar's greatest strength is its young population (Demographic Dividend). If this youth power is equipped with technologies like Artificial Intelligence (AI) and Data Analytics in a timely manner, Bihar can compete with major IT sectors like Bengaluru and Hyderabad.

The government will work simultaneously on two major fronts under this action plan:

Administrative Reforms: Bihar’s administrative officers and employees will be trained in AI tools to accelerate the disposal of government files and improve the monitoring of public welfare schemes.

Future-Ready Workforce: Students in the state’s engineering colleges, polytechnic institutes, and Kushal Yuva Kendras (KYP) will receive direct training from global tech experts.

Blueprint of the Roles of the Three Tech Giants

To technologically empower Bihar, the three companies have been assigned distinct responsibilities based on their core expertise:

1. Google: Cloud Infrastructure and Data Security

Secure Data Migration: The data of various departments of the Bihar government will be securely migrated to 'Google Cloud', eliminating the risk of data leaks.

Data-Driven Governance: Google's AI algorithms will be utilized in sectors like agriculture, flood control, and healthcare. This will allow for highly accurate advance forecasting, such as issuing alerts well before floods hit.

2. Microsoft: Global-Standard Training

Microsoft AI Academy: Special digital academies will be established in the state, offering students Microsoft certification courses for free or at highly subsidized rates.

Train the Trainer: Professors and school teachers across Bihar will be trained by Microsoft so they can teach coding and AI to children at the grassroots level.

3. CoRover AI: 'BharatGPT' and Local Language Support

Governance in Bhojpuri, Maithili, and Magahi: CoRover AI, the company behind India's indigenous AI model 'BharatGPT', will develop a specialized AI chatbot for Bihar.

Freedom from Middlemen: With the help of this voice-command chatbot, an ordinary rural citizen or farmer will be able to check the status of government schemes, ration cards, or land mutations by simply speaking in their local dialect (Bhojpuri, Maithili, Magahi, or Angika).
