Report Sought from All Districts Including Muzaffarpur on the 2024 Central Act to Prevent Paper Leaks and Fraud, Principal Judges Instructed
The judiciary has adopted a very strict stance regarding the new law enacted by the central government to curb solver gangs, paper leak mafias, and fraudulent elements compromising competitive exams nationwide. In line with this, the Patna High Court has sought a report from the Principal District Judges of all districts in the state, including Muzaffarpur. What is the 2024 Central Act? (Public Examinations Act, 2024)

Rigorous Imprisonment and Fine: Under this law, there is a provision for 3 to 5 years of imprisonment and heavy fines for culprits involved in paper leaks or facilitating cheating. If an organized gang is found involved, the punishment can be extended up to 10 years and fines up to Rs 1 crore.
Non-Bailable Offense: Most offenses falling under this act have been made cognizable and non-bailable.
Attachment of Property: The law also includes provisions to attach illegally acquired properties of the culprits to instill fear of the law in the minds of criminals.
High Court Directives and Muzaffarpur's Status
In recent times, several complaints regarding paper leaks and exam irregularities have emerged from various districts of Bihar, especially educational and commercial hubs like Muzaffarpur. To rein in all such activities, the High Court has now initiated direct monitoring itself.
Objective of Seeking Report: The High Court wants to ensure that this stringent law enacted by the central government is not confined merely to paper, but is strictly implemented at the ground level.
Role of District Courts: The court has directed the Principal District Judges of all districts to submit a progress report to the High Court as soon as possible regarding the cases registered under this act within their respective jurisdictions, their current status, speedy trials, and disposal of cases.

Following this fresh stance by the High Court, the civil courts and police administration in all district headquarters, including Muzaffarpur, have accelerated their pace.
