Payment Within One Month, No Forced Land Acquisition
Patna: The Bihar government has made a significant announcement aimed at addressing the concerns of farmers and landowners regarding the proposed Satellite Township project in the state. Speaking in the Bihar Legislative Council during the Monsoon Session on Wednesday, Urban Development and Housing Minister Nitish Mishra said that farmers and landowners who sell land identified for the township project will receive payment within one month. He added that the government has decided to make the entire process—from land verification to payment—time-bound to ensure that farmers do not face unnecessary delays.
The minister assured the House that the government is committed to maintaining a balance between development and the interests of farmers. He reiterated that no farmer's land will be acquired forcibly for the Satellite Township project and that the entire process will remain transparent and voluntary.
Payment Process to Be Completed Within One Month
Replying to questions in the Legislative Council, Minister Nitish Mishra stated that the government has instructed officials to complete all land-related procedures within a fixed timeframe.
He said that land verification, ownership confirmation, documentation, and payment will be completed within 30 days. This initiative is intended to prevent farmers and landowners from facing prolonged delays in receiving compensation.
According to the minister, the government's objective is to ensure both speedy implementation of development projects and timely financial support for landowners.
Permission to Sell Land in Emergency Situations
The minister also announced that farmers and landowners facing urgent financial difficulties will be allowed to sell their land even if it falls within the area identified for the township project.
He explained that applicants will be required to submit a request to the Bihar Housing Board, after which the application will be examined and permission granted in accordance with the applicable rules.
The government said this provision is designed to ensure that development projects do not create financial hardship for individuals facing emergencies.
Around 750 Applications Received So Far
Nitish Mishra informed the House that approximately 750 applications have already been received from landowners seeking permission to sell land related to the proposed township project.
He further announced that the government is developing a digital platform to simplify and streamline the application process. Through this online system, farmers and landowners will be able to submit applications electronically and monitor the status of their requests.
The government believes that digitizing the process will improve transparency and significantly reduce administrative delays.
No Farmer's Land Will Be Acquired Against Their Will
Making one of the most important announcements during the debate, the minister categorically stated that no farmer's land will be acquired without consent.
He emphasized that the Satellite Township project will be implemented on a voluntary basis. Farmers and landowners will be informed at every stage of the process, and all procedures will be carried out in accordance with the law.
According to the minister, the government's objective is to promote planned urban development while fully protecting the rights and interests of farmers.
Master Plan Still Under Preparation
Responding to questions from opposition members, Nitish Mishra clarified that the master plan for the Satellite Township has not yet been finalized.
He said experts are currently working on various technical and planning aspects of the project, and the master plan is in its final stages of preparation.
The minister added that implementation of the project will begin only after all technical, administrative, and legal procedures are completed and the final plan receives approval.
New Offices to Be Opened
The Urban Development and Housing Minister also announced that new departmental offices will be established in areas where the Housing Department currently has no offices.
He said that an official proposal has already been issued for this purpose. The new offices are expected to make it easier for citizens to access government services related to housing and land without having to travel long distances.
He further informed the House that the proposed planning areas have already received approval from the State Cabinet, although the final notification is yet to be issued.
Opposition Raises Concerns
Opposition members questioned the government over various aspects of the Satellite Township project, including land acquisition procedures, compensation, transparency, and the protection of farmers' rights.
They argued that while infrastructure development is important, the interests of farmers and landowners must remain a priority. Several members also urged the government to maintain regular communication with affected communities and ensure transparency throughout the planning and implementation process.
Government Reassures Farmers
The government responded by stating that the Satellite Township project is intended to promote modern, well-planned urban development across Bihar.
According to the minister, the project aims to develop better roads, residential infrastructure, healthcare facilities, educational institutions, water supply systems, sewerage networks, and new employment opportunities.
He assured the House that the government remains committed to protecting farmers' interests while implementing development projects with complete transparency.
Farmers Hopeful After the Announcement
Following the government's assurances, many farmers and landowners expressed optimism that time-bound payments and a transparent digital application process could reduce uncertainty and improve confidence in the project.
Experts believe that if the government successfully implements its promises—including one-month payments, an online application system, and transparent procedures—the Satellite Township initiative could gain greater public trust.
The Road Ahead
The master plan for the Satellite Township project is currently in its final stage, and the government is continuing its administrative preparations. Detailed implementation guidelines are expected to be issued in the coming months.
