Monthly Review Meeting Chaired by DM, Strict Instructions to Complete Schemes Within Timeframes
Saharsa: A monthly review meeting of 'Development and Public Welfare Schemes' was held at the Collectorate auditorium in Saharsa, presided over by the District Magistrate (DM). Senior officials from various departments of the district and concerned nodal officers were present at the meeting. The primary objective of the meeting was to review the status of government schemes on the ground, ensure the speedy disposal of pending matters, and bring transparency to the administrative work culture.
Main Agenda: Accountability and Timeliness
Right at the beginning of the meeting, the District Magistrate made it clear that any kind of negligence in development schemes would not be tolerated. He emphasized that the effective implementation of schemes is the benchmark for the district's progress. Significant points discussed during the meeting included:
Time-bound Implementation: Instructions were given to complete all ongoing projects within their specified deadlines.
Disposal of Pending Matters: Files pending for years in various departments were reviewed, and directives were issued to launch a special campaign for their immediate disposal.
Feedback System: It was decided to implement a 'cross-verification' system to check the quality of services being received by the general public.
Priority Schemes: Education, Health, and Infrastructure
During the review meeting, the District Magistrate placed special emphasis on three main pillars—Education, Health, and Road Connectivity.
Health Services: Instructions were issued to ensure the availability of medicines and the attendance of doctors at all Primary and Community Health Centers in the district. There was a detailed discussion on the modernization of health facilities at the Sadar Hospital.
Education: The learning levels of children under 'Mission Daksh' and other educational programs in schools were reviewed. Teachers were instructed to ensure 100% attendance.
Roads and Connectivity: Junior Engineers were held accountable for ensuring strict monitoring of the quality of roads being constructed under the Pradhan Mantri Gram Sadak Yojana and Chief Minister Gram Sadak Yojana.
Public Welfare Schemes: Reaching the Last Person in Society
The District Magistrate clarified that the benefits of government schemes should not remain limited to paper but must reach the person standing at the lowest rung of society.
Housing Scheme: Instructions were given to maintain complete transparency in the beneficiary selection process under the Pradhan Mantri Awas Yojana (Urban and Rural).
Social Security Pension: The concerned department was strictly instructed to ensure the timely payment of pensions to the elderly and the differently-abled.
Jal-Jeevan-Hariyali: Block Development Officers were directed to accelerate the restoration of ponds and the plantation campaign in the district.
'Zero Tolerance' Policy: Strike Against Corruption
A key directive issued during the meeting was that if the presence of middlemen is found in any office, the head of that department will be held directly responsible. The District Magistrate stated that making the administrative machinery completely corruption-free is his priority. He also appealed to the public not to fall for middlemen for any work and to contact government offices directly.
Strict Warning to Officials
During the review, the District Magistrate expressed dissatisfaction with the slow pace of several departments. Specifically, displeasure was expressed regarding the lack of progress in drainage and land dispute cases. He issued a clear warning to the concerned officials that if improvements are not seen by the next meeting, proposals for departmental action will be sent.
Hope Among the Public: A Step Toward Good Governance
This monthly review meeting of the Saharsa administration is an indication that the administration in the district is serious about 'Good Governance' (Sushasan). The District Magistrate's style of functioning has not only instilled discipline among officials but has also instilled faith among the common people that their problems will now be resolved on a priority basis.
At the end of the meeting, the District Magistrate stated, "Making Saharsa developed and prosperous is our shared responsibility. We must listen to the problems of the public with sensitivity and resolve them with promptness."
The impact of the implementation of these schemes will be visible on the ground in the coming months. The administration appears fully committed to the all-around development of the district. Now, it remains to be seen how quickly the decisions taken in the meeting are implemented.
