Mega Fish Production Target: Bumper Recruitment of 2000 Regular 'Fisheries Assistants' to Kick Off Across Bihar Panchayats!

A historic and monumental piece of good news is emerging from the Nitish-Samrat government for the unemployed youth and fish farmers of Bihar. To achieve self-reliance and smash production records in the aquaculture sector, the state is rolling out a direct and permanent recruitment drive for 'Fisheries Assistants' across 2000 Gram Panchayats.

The Department of Animal and Fisheries Resources has completely mapped out the blueprint for this mega recruitment. Most notably, while these positions were initially planned to be filled on a contractual basis, the government has given a massive festive gift to the youth by upgrading them to fully regular, permanent government jobs.

Why Was This Needed? The Massive Target of 25 Lakh Tons

Despite Bihar being naturally blessed with an abundance of rivers, ponds, and wetlands (Chaur areas), the state still heavily relies on fish transported from Andhra Pradesh and other coastal states to meet its internal consumption demands.

Current Status: At present, Bihar's annual fish production stands at approximately 10.28 lakh tons.

Future Target: In a high-level review meeting chaired by Chief Minister Samrat Choudhary, the department was handed a strict mandate to scale this figure up to 25 lakh tons annually within the next three years.

Ground-Level Loophole: Currently, there is a total absence of technical experts or fisheries officers at the grassroots Panchayat level. Consequently, rural farmers miss out on crucial knowledge regarding integrated farming, modern pond construction, and government subsidies. To bridge this gap, Fisheries Assistants will be deployed in villages.

Eligibility Criteria & Salary Structure

If you are aiming to secure a spot in this recruitment drive, it is essential to look at the official benchmarks established by the department:

 Educational Qualification:

Candidates holding a Bachelor of Fisheries Science (B.F.Sc.) degree or its academic equivalent from a recognized institution will be primarily eligible for this post.

Candidates with higher advanced degrees (such as a Post Graduation in Fisheries Science) will be given additional weightage/preference during the selection process.

 Salary & Allowances:

The pay scale and grade pay for these Fisheries Assistants will be positioned exactly on par with the 'Agriculture Coordinator' of the Bihar Agriculture Department.

Grade Pay: ₹2,800

Basic Pay Scale: ₹5,200 to ₹20,200 (Along with this, state government perks including Dearness Allowance (DA), House Rent Allowance (HRA), and medical benefits will be added, resulting in an excellent initial in-hand salary).

Selection Process: Bihar Technical Service Commission (BTSC) to Execute

To ensure that the hiring cycle is absolutely transparent, fair, and merit-based, the responsibility has been delegated to a specialized autonomous commission:

Proposal Sent to Finance Wing: The Department of Animal and Fisheries Resources has completed the administrative file and forwarded it to the Administrative Post-Category Committee of the Finance Department.

Cabinet Green Light: Immediately after receiving clearance from the Finance Department, the draft will be placed on the table of the Bihar Cabinet for formal approval.

BTSC Examination/Selection: Upon receiving the final nod from the Cabinet, official notifications will be published, and the Bihar Technical Service Commission (BTSC) will conduct the screening and select eligible candidates.

Boosting Farmers and the Rural Economy

The deployment of these 2000 technical assistants directly into the rural ecosystem will revolutionize the agrarian economy. Their presence will spark the following structural shifts on the ground:

Biofloc and Modern Aquaculture: These assistants will educate and inspire small-scale farmers to adopt modern Biofloc technology and scientific fish farming methods that cut down costs and require very little space.

Direct Access to Subsidies: Benefits from mega schemes like the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and state-specific subsidy programs will now reach actual, needy fishermen without any interference from middlemen or brokers.

Promoting Integrated Farming: Under Integrated Farming setups, these assistants will train farmers to dig ponds in small portions of their agricultural plots to ensure a dual source of stable income while assisting them in securing government funding.

Message from the Department: "Youth Should Start Preparing"

According to departmental insiders, the recruitment file is moving at lightning speed as the government is working on a mission mode to deliver employment and ensure the success of the State Agriculture Roadmap. For students who have completed their degrees in Fisheries Science, this presents a golden opportunity to become gazetted technical officers within their home state of Bihar.

This policy shift by the Bihar government is set to act as a revolutionary milestone toward making the state entirely self-sufficient in aquaculture while creating structural technical jobs at the rural level. The day is not far when fresh catches from Bihar's local ponds will not only feed its own citizens but will also be exported to neighboring states. Eligible candidates should sharpen their preparation right away!
