Major Administrative Reshuffle in Bihar: Extensive Transfers in Police and Revenue Departments

In a significant move aimed at strengthening law and order and enhancing administrative efficiency, the Bihar government has executed a large-scale reshuffle of officers within the police force and the civil administration. This reshuffle includes key appointments of senior IPS officers, DSP-level officials, and major changes within the Department of Revenue and Land Reforms. The government’s primary focus remains on crime control and the swift resolution of pending administrative matters.

Key Appointments of IPS Officers

Several top-level changes have been made at the Bihar Police Headquarters, with the intent of fortifying the state's security apparatus and intelligence network. Key appointments include:

Amrit Raj (IPS): Senior IPS officer Amrit Raj has been appointed as the new Additional Director General (ADG) of the Anti-Terrorism Squad (ATS). Tasked with leading the ATS, he will now be responsible for curbing radical activities and organized crime within the state.

K.S. Anupam (IPS): To ensure robust law and order, K.S. Anupam has been entrusted with the crucial responsibility of ADG (Law and Order). This position is considered one of the most challenging in a state like Bihar, where maintaining peace and order remains the top priority.

In addition to these, several Range IGs and District Superintendents of Police (SPs) have also been transferred to improve policing at the grassroots level.

Changes at the DSP and District Police Level

Along with IPS officers, a large number of DSP-level officers deployed across various districts have been transferred.

Administrative Reform: According to the notification issued by the Home Department, officers who had been posted in the same district for a long duration have been reassigned. This is expected to bring a fresh approach to the work culture.

Crime Control: Officers have been particularly moved in districts that witnessed an increase in criminal incidents over recent months. The new DSPs have been instructed to prioritize the clearance of pending cases in their respective jurisdictions.

Reshuffle in the Department of Revenue and Land Reforms

Parallel to the police department, the state government has implemented comprehensive changes within the Department of Revenue and Land Reforms. With the aim of bringing transparency and efficiency to a department that directly impacts the common citizen, numerous Circle Officers (COs) and District Land Acquisition Officers (DLAOs) have been transferred.

"Administrative reshuffling is a continuous process. Our objective is to ensure that government schemes reach the common man without any obstruction and to make the rule of law more effective." — A senior official from the Home Department.

Objectives Behind the Transfers

Government insiders suggest three major objectives behind this move:

Strengthening Law and Order: Major changes in the ADG (Law and Order) and ATS positions signal that the government is unwilling to compromise on internal security and crime control.

Transparency in Governance: The transfers in the Revenue Department are directly linked to addressing public grievances and land disputes. By moving long-standing officials and bringing in new personnel, the government aims to eliminate bureaucratic delays.

Administrative Accountability: By transferring officers who had been in the same position for an extended period, the government has sent a clear message that efficiency is the sole basis for remaining in a post.

This administrative reshuffle in Bihar offers a glimpse into the state government's agenda for the coming months. While the police force is being made more stringent and vigilant, efforts are also underway to streamline the Revenue Department for the welfare of the public. It remains to be seen how much impact these new appointments will have on reducing crime and corruption at the ground level
