Home Department Tightens Grip on Pending Arms Act Cases, SSP Convenes Review Meeting

Muzaffarpur. The Home Department has adopted a strict stance with the aim of further strengthening law and order and ensuring fear of the law among criminals in Bihar. The department has expressed deep concern over the large number of pending cases registered under the Arms Act in the Muzaffarpur district. Following instructions from the Home Department, the Senior Superintendent of Police (SSP) of Muzaffarpur has been asked to submit a detailed report, which has stirred activity within the police department.

Strict Warning from the Home Department

In a letter sent to the Muzaffarpur Police, the Home Department has made it clear that excessive delays in the investigation and judicial process of serious matters like the Arms Act are unacceptable. The department believes that the lack of momentum in these cases boosts the morale of criminals and prevents effective control over the trafficking and use of illegal weapons. The Home Department has sought a complete account from the SSP regarding the number of pending cases, the reasons for the delays, and the actions taken so far.

SSP Holds Crucial Meeting with Prosecution

Taking the Home Department’s instructions seriously, the SSP held a high-level review meeting with the Chief Prosecution Officer (CPO) and all Public Prosecutors of the district.

The main agenda of this meeting was to identify cases that are stuck in judicial processes even after charge sheets have been filed by the police stations. The SSP emphasized the need for better coordination between investigators and the prosecution. The meeting primarily focused on the following points:

Presence of Witnesses: One of the main reasons for the pendency of cases is the failure of witnesses to reach the court on time. The SSP directed that the process of serving summons to witnesses be made more effective.

Quality of Investigation: Police officers were instructed to present scientific evidence (Forensic Evidence) and witness statements strongly in Arms Act cases to improve the conviction rate.

Monitoring of Hearing Dates: There was a discussion on activating a monitoring cell to ensure effective advocacy on behalf of the police during the hearing of every pending case.

Preparations for 'Speedy Trial'

Following the meeting, the SSP clarified that the work of gathering data for the Home Department’s report has begun. He stated that all necessary steps will be taken to expedite cases related to the Arms Act. If required, important and old cases will be identified for 'Speedy Trial' to ensure their earliest disposal.

Experts suggest that the lack of concrete legal action against criminals caught with illegal weapons in Muzaffarpur has an impact on the crime graph.
