High-Level Review of Bihar State Crop Assistance Scheme Chaired by DM; Strict Directives Issued to Ensure Timely Benefits for Farmers

BHAGALPUR: Placing agriculture and farmers' welfare at the forefront, the district administration appears fully proactive in bringing the ambitious schemes of the Bihar government to the grassroots level. In this sequence, a detailed review meeting regarding the progress of the 'Bihar State Crop Assistance Scheme' was held under the chairmanship of the District Magistrate (DM) of Bhagalpur in the collectorate auditorium. Several senior officials from the agriculture department, the district cooperative officer, and representatives of other related departments were present at the meeting. The primary objective of the meeting was to accelerate the verification process of farmers' applications and ensure that genuine and eligible farmers receive the benefits of this scheme in a time-bound manner.

Crop Assistance Scheme: A Safety Net for Farmers

The 'Bihar State Crop Assistance Scheme' is run by the Government of Bihar to provide financial support to farmers against crop losses caused by adverse conditions such as natural calamities, hailstorms, excessive rainfall, or drought. While reviewing the current status of applications received under this scheme in the Bhagalpur district, the District Magistrate explicitly instructed officials not to exercise any laxity in paperwork. During the meeting, the DM conducted an in-depth review of the physical verification work for pending applications from previous sessions as well as current applications. He expressed displeasure over the sluggishness in the work of the investigation committees and the cooperative department constituted at the panchayat level, directing that:

Swift Verification: Teams of agriculture coordinators and revenue employees should be formed to conduct physical verification of farmers' fields and their applications on a war footing.

Transparency: Complete transparency must be maintained in the verification process so that no ineligible person receives benefits and no genuinely eligible farmer is deprived of the scheme.

Correction of Errors: Farmers whose application forms contain any technical errors or lack of documentation should be notified and assisted in making corrections in a timely manner.

Emphasis on Raising Awareness Among Farmers

The District Magistrate instructed agriculture department officials to carry out extensive outreach in rural areas. Often, due to a lack of information, small and marginal farmers miss out on the benefits of these schemes. Therefore, it is essential to organize camps at the panchayat level or make public announcements to make farmers aware of the scheme's rules, deadlines, and necessary documents.

He also stated that special camps should be set up in blocks from which fewer applications have been received to encourage farmers to enroll in the scheme.

Warning to Officials: Negligence Will Not Be Tolerated

At the conclusion of the review, the DM issued a clear warning that any form of negligence or apathy in the implementation of government schemes will not be tolerated. If negligence by any official or employee is found at any level, strict departmental action will be taken against them. He directed all concerned departments to work in mutual coordination so that targets can be achieved within the stipulated time frame.
