Rupouli: With the rise in water levels of the Kosi and its tributary rivers, a crisis has deepened for villages in the Seemanchal and Kosi regions. Bindtoli village, under the Rupouli police station, is currently fighting for its very existence. Due to severe river erosion, this village is on the verge of disappearing into the pages of history. Once a lively place, it has now been reduced to debris and water.
The Painful Story of Displacement
The gravity of the situation in Bindtoli can be gauged by the fact that once, hundreds of families lived there happily; today, only 5 to 10 households remain. The rest of the village has been swallowed by the river.
Migration of Population: Approximately 400 people from this village have now been completely displaced. They are forced to take shelter on high embankments or in neighboring villages.
Loss of Assets: Along with the village, fertile agricultural land, livestock, and local infrastructure have been washed away by the river’s erosion.
Demands of the Villagers: Rehabilitation and Construction of a Ring Dam
The displaced villagers of Bindtoli state that they have lost everything. Their primary demands are:
Proper Rehabilitation: The government should provide safe land and permanent housing for the displaced families.
Construction of a Ring Dam: The villagers believe that if the administration had carried out anti-erosion work and constructed a ring dam in time, this situation would not have arisen. Immediate anti-erosion work must be initiated to save whatever area remains.
Languor of the Administration and Government Machinery
Questions are being raised against the local administration regarding the arrangements made post-displacement. Villagers allege that the aid they received during this time of disaster is insufficient. Although administrative officials state that the process of providing government assistance to the displaced is underway, the benefits are reaching the ground level at a very slow pace.
Scientific and Environmental Causes of Erosion
Soil erosion is an annual problem in the Kosi basin region. During the monsoon, the intense flow of water and the river’s changing course (meandering) completely devastate riverside villages. The lack of long-term planning for villages like Bindtoli is the main cause of this displacement. According to experts, the lack of tree plantation and modern land conservation techniques on riverbanks is proving fatal for such villages.
Future Challenges
The condition in which the people of Bindtoli find themselves today is a matter of concern for any developed society. The displaced now face a livelihood crisis. People who worked as agricultural laborers have now become landless. If the government does not provide them with rehabilitation along with means of livelihood in time, the future of these families will remain bleak.
Administrative sources state that higher authorities have been made aware of the situation. Proposals for anti-erosion work have been submitted, but due to technical and financial hurdles, work is taking time to commence. For now, the people of Bindtoli are looking toward the authorities with hopeful eyes for relief.
