Bhagalpur Revenue Recovery Rankings Released for June 2026: DCLR Sadar Apeksha Modi Tops District with ₹4.64 Million Recovery

Bhagalpur: The District Certificate Branch has released its monthly performance rankings for June 2026, with Deputy Collector Land Reforms (DCLR) Sadar-cum-Certificate Officer Apeksha Modi securing the top position in the district. She earned the highest ranking by delivering outstanding performance in disposing of pending certificate cases and achieving a record government revenue recovery of ₹4.64 million (₹46.40 lakh) during the month.

According to the district administration, the Sub-Divisional Officer (SDO) of Kahalgaon secured the second position, while Senior Deputy Collector-cum-Certificate Officer Sudhir Kumar ranked third. Officials said the monthly ranking system is intended to evaluate the performance of Certificate Officers, encourage faster government revenue recovery, and ensure the timely disposal of pending cases.

The administration stated that the objective of publishing these rankings is to strengthen revenue administration by regularly reviewing the work of Certificate Officers and promoting efficiency in the recovery of government dues. Performance-based evaluation is expected to improve accountability, accelerate case disposal, and enhance overall revenue collection.

Data released by the District Certificate Branch shows that as of June 30, 2026, Apeksha Modi's court had 653 pending certificate cases. During June alone, she successfully disposed of 32 cases, resulting in the recovery of ₹46.40 lakh in government revenue. This achievement placed her at the top of the district's monthly performance rankings.

Officials said her success was the result of systematic case monitoring, regular review meetings, timely issuance of notices to concerned parties, thorough examination of records, and continuous supervision of revenue recovery proceedings. These administrative measures significantly improved both the pace of case disposal and the amount of revenue recovered.

According to officials in the Certificate Branch, a large number of cases involving the recovery of government dues remain pending across the district. Delays in resolving such cases can affect revenue collection and the financial management of government programs. To address this challenge, the administration conducts monthly evaluations of Certificate Officers so that performance can be monitored and improvements encouraged.

Administrative experts believe that performance-based ranking systems promote greater accountability and efficiency among public officials. Regular assessment and public recognition of achievements motivate officers to work more effectively, leading to faster disposal of pending cases and improved government revenue collection.

The SDO of Kahalgaon, who secured second place, also recorded commendable performance in resolving pending cases and recovering government dues within the subdivision. Meanwhile, Senior Deputy Collector-cum-Certificate Officer Sudhir Kumar earned third place by maintaining strong performance in revenue administration. District officials believe that healthy competition among officers will further strengthen revenue management across the district.

Revenue department officials emphasized that the timely disposal of certificate cases is not only important for increasing government income but also for ensuring transparency and efficiency in administrative and legal processes. Quick resolution of pending matters benefits both the government and the concerned parties by reducing unnecessary delays and improving public confidence in the administrative system.

The district administration has directed all Certificate Officers to regularly review pending cases, ensure timely legal action, and further strengthen revenue recovery efforts. Officials have also been instructed to maintain complete transparency and strictly follow legal procedures while processing every case to minimize the possibility of complaints or disputes.

Experts note that Bihar's revenue administration is increasingly adopting digital record management, time-bound reviews, e-governance initiatives, and performance-based evaluation systems. These reforms are expected to improve transparency, enhance accountability, and increase overall administrative efficiency.

The June 2026 rankings released by the District Certificate Branch are being viewed as an important indicator of administrative performance. Apeksha Modi's recovery of ₹46.40 lakh and her effective disposal of pending certificate cases demonstrate how systematic planning, continuous monitoring, and timely action can significantly improve government revenue collection.

The district administration plans to continue issuing monthly performance rankings in the coming months to evaluate the work of Certificate Officers. Officials believe that this system will further strengthen accountability, improve revenue recovery, and ensure faster, more transparent, and more efficient disposal of pending certificate cases across the district.
