Administration Brainstorms on Ferry Services to Combat Traffic Woes

Bhagalpur: The Vikramshila Setu, known as the lifeline between Bhagalpur and Naugachia in Bihar, has become a "laboratory for traffic jams" over the past few months. The lives of ordinary citizens have become difficult due to ongoing repair work on the bridge and the increasing pressure of heavy vehicles. To tackle this critical situation, the district administration has now taken steps toward developing waterways (ferry services) as a primary alternative. In recent high-level meetings, detailed discussions were held on strengthening ferry services and making them a "successful alternative" to the bridge's traffic.

Jams: A Chronic Problem

Being stuck in traffic jams on the Vikramshila Setu for hours has now become a part of daily life. The operation of vehicles beyond the bridge's capacity, ongoing repair work, and frequent technical breakdowns—all these have collectively turned the bridge into a "traffic hell." The district administration has now realized that until the bridge is fully restored or a new bridge is constructed, relying solely on the road route is impossible.

Ferry Service: The Administration's 'Master Plan'

Several key points were discussed in the administrative meeting to organize ferry services:

Strengthening of Ghats: There is a plan to develop Barari Ghat and Mahadevapur Ghat as "Model Ghats." Better connectivity, lighting arrangements, and seating facilities for passengers will be ensured at these points.

Free and Safe Service: The administration's goal is to make people choose ferry services as a viable alternative, rather than out of compulsion. Subsidies and a token system are being considered by the government to ensure that passengers do not have to bear an economic burden.

Scheduled Operations: The biggest problem with ferry services has been "uncertainty." Under the new plan, the operation of boats at fixed times from the ghats will be ensured, allowing passengers to plan their journeys in advance.

Safety Standards: In view of past incidents and safety concerns, life jackets have been made mandatory for all boats. Additionally, it has been decided to deploy an SDRF (State Disaster Response Force) team at the ghats.

The Role of Cargo Boats

A major cause of traffic jams is heavy trucks and cargo vehicles moving at a snail's pace on the bridge. The discussion emphasized maximizing the use of waterways for small cargo vehicles carrying milk, vegetables, medicines, and other essential commodities. If these vehicles are diverted through waterways, the pressure of vehicles on the bridge could be reduced by at least 30-40%.

Challenges and Administrative Concerns

Although ferry service sounds like an excellent alternative, it faces several challenges:

Monsoon Season: The rising water level of the Ganga and its unpredictable fluctuations are the biggest hurdles in operating ferry services. Navigating boats safely during the monsoon remains a major challenge for the administration.

Access to Ghats: The condition of the roads leading to Barari and Mahadevapur ghats is far from ideal. Unless these roads are widened and paved, it is difficult for passengers to reach the ferry service.

Coordination with Boatmen: Establishing synergy between local boatmen and the administration is essential for the smooth operation of the service.

Is Ferry Service a Permanent Solution?

Experts believe that while ferry service may be an "immediate" solution to the traffic jam problem, it is not a "permanent" one. A permanent solution requires the construction of the bridge’s truss bridge, timely repairs, and modern traffic management technology (such as an Intelligent Traffic System). However, under the current circumstances, when the bridge's structure is compromised, utilizing waterways is not only prudent but also the need of the hour.

The Administration's Stance

In the meeting, the District Magistrate issued clear instructions to inspect the ghats within the next few days and find solutions to their issues. "Our objective is to reduce the pressure of vehicles on the Vikramshila Setu. Waterways are a natural resource we have, which we haven't been utilizing effectively for some time. Now, it will be made part of a systematic plan," the DM stated.

 Finding a solution to the traffic jams on the Vikramshila Setu through waterways is a visionary thought. If this plan is implemented on the ground with full sincerity, it will not only provide relief to millions of people in Bhagalpur and Naugachia but also promote a new and environmentally friendly mode of transport. The public is now waiting for this 'Ferry Plan' to become a reality.
