A New Revolution in Higher Education in Bihar Historic Inauguration of 211 New Degree Colleges
Bhagalpur/Patna: July 15, 2026, has become a day of landmark transformation for Bihar's higher education system. Under the fourth pillar, "Unnat Shiksha-Ujjwal Bhavishya" (Advanced Education-Bright Future), of the state government’s ambitious 'Saat Nishchay-3' (2025-30) scheme, the formal inauguration of 211 newly constructed government degree colleges took place across the state. The main event for this initiative was held in Bhagalpur, where Chief Minister Samrat Choudhary integrated the launch of the academic session across all these colleges throughout the state.
Distinguished Presence of Dignitaries
The state’s top leadership shared a single platform to celebrate this educational milestone. In addition to the Chief Minister, both Deputy Chief Ministers, the Minister of Higher Education, and several senior administrative officials and departmental secretaries were present at the main event in Bhagalpur. Various ministers, members of parliament, and legislators participated in local-level programs held in other districts, turning the entire event into a state-wide celebration.
The Goal of the Scheme: Higher Education to Every Block
This move by the Bihar government is a significant gift to regions that were previously distanced from the mainstream of higher education.
Objective: To connect the 211 blocks of the state to higher education that previously lacked even a single degree college.
Accessibility: With this expansion, thousands of students from rural and remote areas—especially female students—will no longer have to make arduous journeys to other cities or districts for higher studies.

Academic Session and Preparation
Curriculum: Academic activities have commenced under the Undergraduate Session 2026-30. In the first phase, studies have begun in six core subjects at the undergraduate level, including Hindi, English, History, Political Science, Sociology, and a vocational subject.
Infrastructure: For the time being, until permanent buildings for these colleges are completed, they are being operated from the premises of plus-two (10+2) schools and other available government buildings. The government has already allocated â‚ą50 lakh per college for the development of basic infrastructure.
Faculty Deployment: The Higher Education Department has completed the process of deputing professors and appointing principals to ensure that undergraduate studies proceed smoothly without any hurdles.

This scheme, launched by Chief Minister Samrat Choudhary, signals a comprehensive shift in the state's educational landscape.
