A New Chapter in City Development; Schemes to be Developed on Public-Private Partnership (PPP) Model, Private Investors to Invest Half of the Project Cost

BHAGALPUR: To modernize the city's infrastructure, alleviate severe traffic and parking problems, and give wings to commercial activities, the district administration and municipal corporation have prepared a highly ambitious scheme. To fully accelerate this mega project, it has been decided to develop it on the basis of the Public-Private Partnership (PPP) model. The biggest feature of this financial model is that half (50 percent) of the total project cost will be invested by private investors, which will significantly reduce the financial burden on the government exchequer.

What is the PPP Model and How Will Investment Work?

Under the Public-Private Partnership (PPP) model, the government and the private sector jointly execute a long-term infrastructure or public welfare project. Under this new action plan prepared in Bhagalpur, 50 percent of the total estimated cost will be financed by private investors or developers. In return, investors will be given the right to operate commercial complexes, parking spaces, and other designated commercial spaces, allowing them to generate revenue under fixed regulations.

This arrangement will, on one hand, prevent a heavy lump-sum financial burden on the government treasury, while on the other hand, the efficiency, technical expertise, and transparency of the private sector will directly benefit the city's development works.

Improvement in Urban Infrastructure and Blueprint for Urban Parking

In view of the growing population and vehicular pressure, there is a proposal to develop modern urban parking and business center networks in various parts of the city under this model. The key points of the scheme are as follows:

Resolution of Traffic and Parking Crises: Multi-level parking lots and commercial complexes will be built in the main markets and crowded areas of the city, providing people with permanent relief from traffic jams.

Development of Commercial Centers: The construction of modern business centers at identified sites will boost commercial activities and create new employment opportunities for local youth.

Sharing of Risk and Cost: Since half of the capital is invested by private investors, the financial risks of the project will also be balanced between both parties.

Investor Meet and Growing Interest of Investors

To bring this scheme to the ground, an 'Investors Meet' was recently organized at the Smart City office and administrative level. Several prominent investors, developers, and technical experts from the region and the country participated in this high-level meeting. During the meeting, a detailed presentation of the project outline, leasing process, rules, and commercial benefits was placed before the investors.

Administrative officials have assured investors that all possible administrative cooperation will be provided to participants investing under this model, ensuring that construction work is completed within the stipulated timeframe.
