The Inside Story of a ₹1.5 Crore Deal and the Paper Leak in Bhiwandi
Amidst the ongoing nationwide turmoil over the NEET examination, another major state in the country has witnessed a shocking breach that has shaken the entire examination system. The Maharashtra Teacher Eligibility Test (MAHA TET-2026), scheduled to be held on June 28, 2026, has been postponed at the eleventh hour following a massive paper leak.
Thanks to a highly confidential tip-off and swift action by the Thane police, an inter-state paper leak syndicate has been busted in Bhiwandi. The police have arrested three prime accused from Bihar and Haryana red-handed, recovering four sets of original question papers. The gang was on the verge of selling these leaked papers to candidates for a staggering sum of ₹1.5 crore.
The Secret Input and 'Mission Bhiwandi'
The sequence of events unfolded like a high-octane thriller. Just a day before the examination, on the morning of June 27, 2026, Dr. Pawan Bansod, Deputy Commissioner of Police (DCP Zone-2), Bhiwandi, received highly credible intelligence. The tip-off revealed that a few individuals from outside the state had flown in from Delhi to Mumbai and were plotting to sell the original question papers of the upcoming TET exam near Bhiwandi for a massive payout.
Acting instantly, the Bhiwandi police went into high alert. Special police teams laid a trap in the rapidly developing Kongaon area, located about 5 kilometers from Bhiwandi city. The police initially raided the 'Diamond Hotel' in Kongaon, but the tech-savvy suspects had managed to check out just moments before the arrival of the force. Utilizing technical surveillance and mobile location tracking, the police chased the suspects and eventually cornered and arrested them near the Sahara Airport area.
Four 'Original' Question Papers Seized
Upon conducting a thorough search of the three detained suspects, the police recovered mobile phones, cash, and most importantly, four distinct sets of the original TET examination question papers.
Recognizing the gravity of the situation, the police immediately summoned senior officials from the Maharashtra State Council of Examination (MSCE) and education department experts to the spot. When the seized papers were cross-verified with the master copies of the question papers scheduled for June 28, the officials were left stunned. Every single question matched the original paper. It was crystal clear that the confidentiality of the examination had been completely compromised.
Profile of the Accused: Who are the Three Masterminds?
The three individuals arrested by the police belong to different states and are part of a highly organized inter-state syndicate:
Rajiv Shah (45): Resident of Patna, Bihar. He is primarily involved in the real estate/land dealing business but maintained active links with the education mafia.
Akash Kumar (30): Resident of Patna, Bihar. He was actively operating the syndicate alongside Rajiv Shah.
Dheeraj Singh / Dheeraj Kumar (28): Resident of Panipat, Haryana. Investigations revealed that Dheeraj had previously failed the Kendriya Vidyalaya Sangathan (KVS) teacher recruitment exam, after which he took to this illegal shortcut. He was also reportedly involved in cheating people by promising them central government jobs.
The ₹1.5 Crore Deal: During interrogation, the accused confessed that they had procured these question papers from Delhi and were planning to sell them to local candidates through brokers in Bhiwandi and Thane for ₹1.5 crore.
Immediate Postponement: A Blow to 4.28 Lakh Candidates
Following official confirmation of the paper leak, Nandkumar Bedse, Director of the Maharashtra State Council of Examination, along with the Education Department, issued an immediate order to postpone the June 28 examination.
This decision has dealt a severe psychological blow to over 4,28,000 candidates who had been preparing for months. Elaborate security arrangements had been made at 1,028 centers (with some reports suggesting 1,428 centers) across the state.
An interesting aspect of this exam was that out of the total applicants, 2,26,263 candidates were working teachers who were appearing for the exam to secure mandatory qualifications.
The remaining candidates were fresh aspirants aiming to enter the teaching profession. The sudden postponement has triggered widespread anger and mental distress among the student community.
Heavy Police Crackdown: SIT Formed
Given the inter-state ramifications and the likelihood of a deeper conspiracy, Ashok Dudhe, Additional Commissioner of Police, Thane, announced the formation of a Special Investigation Team (SIT) to probe the matter.
Structure and Action of the SIT:
Leadership: DCP Dr. Pawan Bansod will spearhead this high-profile investigation.
Team Composition: The specialized team includes 2 Assistant Commissioners of Police (ACP), 9 Police Inspectors, and over 20 personnel.
Strict Legal Charges: A case has been registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS) for cheating, forgery, and criminal conspiracy, along with the stringent provisions of the Maharashtra Competitive Examination (Prevention of Unfair Means) Act, 2024.
The police are currently investigating how the accused managed to leak the papers from Delhi, focusing on potential insiders within the examination board or the printing press. Multiple police teams have already been dispatched to Delhi, Bihar, and Haryana to trace the local brokers and kingpins.
Political Backlash and Systemic Questions
Coming on the heels of the recent national NEET-UG controversy, this fresh leak has put the Maharashtra state government on the defensive. The opposition has launched a scathing attack on the ruling administration.
Opposition leaders, including the Congress, alleged that the government is too busy engineering political splits while the future of millions of youth is being openly auctioned. Local representatives in Bhiwandi have demanded the resignation of the Education Minister, citing this as a textbook example of administrative failure.
The Maharashtra State Council of Examination (MSCE) has assured candidates that this drastic step was necessary to maintain the transparency and sanctity of the examination. The new dates for the MAHA TET-2026 will be announced soon on the official website. Until then, candidates have been advised to maintain patience and stay away from unauthorized rumors.
